PSPCrazy is now offering Do-It-Yourself PSP LCD replacements for $73 including shipping. Apparently the LCDs come from PSPs that were purchased and then stripped for spare parts, and installation is pretty much certain to void your warranty. Lik-Sang has some instructions for LCD removal posted, and the procedure looks pretty delicate. As far as we know, Sony has no plans in place to offer paid LCD replacement services itself.
